The orange county has shut down for the fourth day in a row, with some counties saying that their local governments are in crisis.

In the first week of the shutdown, the county had more than 300,000 jobless, according to the Orange County Register.
The Register reported that a week later, it was down to about 110,000.
The counties unemployment rate has climbed to 13.9 percent, according the Labor Department.
